Kooindah Waters Golf Club Cheating & Integrity Policy – Disciplinary Actions

1. Purpose

Kooindah Waters Golf Club is committed to upholding the integrity of the game of golf. All players — members and guests — are expected to conduct themselves with honesty, fairness, and respect for the Rules of Golf as prescribed by the R&A and Golf Australia. Cheating, in any form, compromises the spirit of the game and the reputation of our club.

2. Definition of Cheating

Cheating includes, but is not limited to:

  • Knowingly recording incorrect scores.
  • Failing to count penalty strokes.
  • Deliberately improving lie or position outside of permitted rules.
  • Misrepresenting a handicap to gain an unfair advantage.
  • Manipulating match outcomes (e.g. sandbagging or collusion).
  • Any act intended to deceive fellow players, competition officials, or the club.

3. Reporting and Investigation

a. Reporting Suspected Cheating

  • All efforts need to be exhausted prior to making the allegation. Ie; If you see a member cheating or are not happy with something they may have done during play, please bring this up on the hole/course and try to resolve the situation to avoid taking it to management level. Most situations can be resolved by civil discussion.

It’s your responsibility as the marker to ensure your partner signs off on the correct score.

  • Any member who witnesses or suspects cheating should report the matter in writing to the Golf General Manager straight after the round.
  • Anonymous reports may be considered but must include sufficient detail for review, weight of evidence is essential.

b. Investigation Process

  • The Golf Operations Team, in consultation with the General Manager, will conduct a confidential review of the incident.
  • All parties involved will have an opportunity to provide their account.
  • The club’s decision will be based on the balance of evidence and intent.

4. Disciplinary Actions

Cheating is a serious offence. Disciplinary action may include one or more of the following, based on the nature and severity of the incident: UPDATED June 2025

5. Appeals Process

Members may appeal disciplinary decisions in writing within 7 days of notification. Appeals will be reviewed by the Golf Operations Team and General Manager, whose decision is final.

6. Confidentiality

All reports, investigations, and disciplinary actions will be handled confidentially and respectfully to protect the integrity of the club and its members.

7. Code of Honour

Members of Kooindah Waters Golf Club are reminded that golf is a game of honour, and it is every golfer’s responsibility to protect the field, the fairness of competition, and the reputation of the club.

Kooindah Waters Golf Club Code of Conduct Policy

1. Purpose
The purpose of this Code of Conduct is to ensure that all members, guests, visitors, staff, and contractors of Kooindah Waters Golf Club (KWGC) behave in a respectful, responsible, and sportsmanlike manner always. This policy outlines the standards of behavior expected and the consequences of any breach.

2. Scope
This Code of Conduct applies to:
– All members of KWGC
– Visitors and guests on club premises
– Employees and contractors
– Participants in club competitions and events
– Users of KWGC’s facilities and social media platforms

3. General Behaviour Expectations
All individuals must:
– Act with integrity, honesty, and fairness
– Treat fellow members, guests, staff, and the public with courtesy and respect
– Abide by all club rules, local laws, and the rules of golf as defined by the R&A and Golf Australia
– Avoid offensive, discriminatory, aggressive, or abusive language or behaviour
– Display sportsmanship and respect the decisions of management, staff and club officials.

4. On-Course Behaviour
Players must:
– Follow pace-of-play guidelines
– Repair divots, pitch marks, and rake bunkers
– Adhere to dress code and equipment standards
– Respect the golf course, facilities, and environment
– Refrain from club throwing, excessive swearing, or damage to course property

5. Off-Course & Resort Conduct
Members and visitors must:
– Show courtesy to all staff and fellow patrons
– Comply with the Resort dress code and etiquette
– Consume alcohol responsibly
– Not bring the club into disrepute through words or actions, either in person or via social media

6. Social Media Conduct
Online activity involving the club must:
– Be respectful and not damage the club’s reputation
– Not include bullying, harassment, or inappropriate comments
– Avoid sharing confidential club information

7. Disciplinary Action
Breaches of this Code may result in:
– Verbal or written warnings
– Temporary suspension of membership or playing rights
– Permanent expulsion from the club
– Reporting to relevant external authorities where required

All disciplinary actions will be handled by the Club’s General Manager and/or Head Professional in accordance with our disciplinary procedures.

8. Reporting Misconduct
Any person wishing to report a breach of this Code should do so in writing to the General Manager or Head Professional. All reports will be handled with discretion and fairness.

9. Acknowledgement
By attending or participating in activities at Kooindah Waters Golf Club, individuals acknowledge and agree to abide by this Code of Conduct.

TEE SHEET AND CANCELLATION POLICY

  1. Tee Sheet Etiquette & Cancellation Policy.

Purpose: This policy ensures fair access to tee times, maintains the pace of play, and upholds the high standards of the Kooindah Waters Golf Club experience for all members and guests.

a. Accurate Booking

  • All tee time reservations must reflect the correct number of players.
  • Members are expected to update bookings if the number of players changes.
  • Placeholder or “phantom” names to hold slots are not permitted.

b. Punctuality

  • Players must arrive at least 15 minutes prior to their tee time.
  • Late arrivals may forfeit their tee time, and the slot may be offered to standby players.

c. Grouping Policy

  • The golf shop reserves the right to pair singles and twosomes with other groups to maximize tee sheet efficiency.
  • Special requests for standing groups or preferred playing partners will be considered but are not guaranteed.

d. Walk-On Policy

  • Walk-ons are welcome and will be accommodated based on availability.
  • Priority is given to booked tee times.

2. Tee Time Cancellation Policy

a. Cancellation Window

  • Tee times must be cancelled at least 24 hours in advance.
  • Cancellations can be made via the online booking system, mobile app, or by calling the Golf shop.

b. No-Show Policy

  • A no-show is defined as any player or group failing to appear for a scheduled tee time without notice.
  • First offense: Courtesy reminder.
  • Second offense: Formal written warning.
  • Third offense: Suspension of booking privileges for a specified period.

c. Late Cancellations

  • Cancellations made less than 24 hours prior to tee time may be considered no-shows unless due to extenuating circumstances (e.g., weather, illness).

d. Weather Policy

  • Tee times cancelled due to weather will not incur penalties, provided the golf course staff deem conditions unplayable or unsafe.

3. Member Responsibility:

  • Members are accountable for their guests’ adherence to these rules.
  • Repeated violations may lead to booking restrictions or further disciplinary action.
  • We thank all members and guests for respecting the course, staff, and each other.

GOLF CART USAGE POLICY – WET WEATHER

Policy Title: Golf Cart Usage During Wet Weather

Purpose

To ensure the safety of members, guests, and staff and to protect the golf course from damage during periods of wet or inclement weather.


Scope

This policy applies to all individuals operating golf carts on the grounds of Kooindah Waters Golf Club during and following wet weather conditions.


Policy Statement

Kooindah Waters Golf Club is committed to maintaining the quality of the golf course while prioritising the safety of all users. During wet weather, golf cart use may be restricted or modified based on course conditions.


Procedures

  1. Assessment of Conditions
    • The Golf Club Manager or their delegate along with the Course Superintendent will assess the course daily during wet weather.
    • Cart use will be evaluated based on ground saturation, drainage performance, safety and weather forecasts.
  2. Cart Restrictions
    One of the following restrictions may be enforced:
    • Full Cart Ban: No carts permitted on the course.
    • Path-Only Rule: Carts must remain on designated paths at all times.
    • 90-Degree Rule: Carts must remain on paths except when turning at a 90-degree angle to approach the ball, then return immediately to the path.
    • Limited Cart Access: Only players with medical exemption or disability permits may use carts under supervision.
  3. Communication
    • Restrictions will be communicated via:
      • The Pro Shop
      • Club noticeboards
      • Members News via their portal
      • The Club website or social media channels
  4. Responsibility of Cart Operators
    • Operators must follow all instructions and signage.
    • Carts must avoid:
      • Wet or muddy areas
      • Tees, greens, and surrounds
      • Slopes and low-lying zones prone to waterlogging
    • Operators are responsible for any damage caused by improper use.
  5. Enforcement
    • Breaches may result in:
      • Verbal or written warnings
      • Suspension of cart privileges
      • Disciplinary action in line with the Club’s Code of Conduct

Exemptions

Any exemptions (e.g., for medical conditions) must be approved by Club Management and may be subject to additional terms of use.


Review

This policy is subject to periodic review by Club Management and the Course Superintendent in line with changes in weather patterns and course preservation needs.

KOOINDAH WATERS GOLF CLUB
SLOW PLAY POLICY

Purpose

The purpose of this policy is to uphold the integrity, enjoyment, and flow of play at Kooindah Waters Golf Club by setting clear expectations and guidelines to prevent slow play. All members, guests, and visitors are expected to maintain an appropriate pace of play and show consideration for fellow golfers on the course.

Pace of Play Guidelines

1. Expected Time for 18 Holes
   The expected time to complete a round of 18 holes at Kooindah Waters Golf Club is 4 hours and 15 minutes. Groups should aim to keep pace with the group ahead.

2. Ready Golf
   All players are encouraged to play “ready golf” when it is safe to do so. This includes:
   – Playing shots when ready (not necessarily in order of furthest from the hole).
   – Proceeding to your ball promptly after others have played.
   – Being prepared to hit when it’s your turn.

3. Tee Time Punctuality
   All players must arrive at the tee at least 15 minutes prior to their scheduled tee time.

4. Lost Ball Rule
   A maximum of 3 minutes is permitted to search for a lost ball. If the ball cannot be found in this time, a provisional ball should be played.

5. Cart Use
   When using a golf cart:
   – Park near your ball but safely off fairways and greens.
   – Take multiple clubs when walking to your ball to avoid returning to the cart.
   – Drive directly to your own ball rather than waiting for cart partners.

We understand during periods of wet course conditions cart restrictions play a part in the pace of play. We ask that you continue to adhere to the cart use guidelines during these periods and maintain pace of play.

6. Group Spacing
   Maintain no more than one shot distance behind the group in front. If there is a hole open ahead and your group is delaying the group behind, you must invite the faster group to play through.

Monitoring & Enforcement

– Club marshals or staff will monitor pace of play during competitions and social rounds.
– Warnings may be issued to groups or individuals falling behind pace.
– Repeat offenders may be penalised or subject to further review by club management.

Tips for Keeping Pace

– Be prepared with club selection and pre-shot routine while others are hitting.
– Mark scores on the next tee, not on the green.
– Encourage your group to be aware of pace and assist each other in keeping up.

Final Note

Pace of play is a shared responsibility. Ensuring all players enjoy their round depends on courtesy, efficiency, and awareness. We appreciate all members and guests adhering to this policy in the spirit of good golf and sportsmanship.

All members must take responsibility. Keep up with the group ahead and if your behind, act and catch up.

It only takes one group to create a slow play issue. This compounds throughout the entire field and is not fun for anyone.

The Golf team are here to service all members and guests. Please keep this in mind if your asked to increase your pace of play.

Staff and Marshalls will do their best to always assist with slow play.
